Legislative Drafting

Orbis Law is regularly instructed by the Federal Government, Parliament, and major public sector organisations to draft primary legislation, statutory rules, institutional bye-laws, and policy instruments. This is a niche practice that places the firm among a very small number of Pakistani law firms delivering work of this character at the national level. Our legislative drafting capability is underpinned by deep institutional relationships with government ministries, regulatory bodies, and state-owned enterprises built over more than a decade.

Key work:

·On the instructions of the Parliament and its Standing Committee on Rules of Procedure and Privileges we drafted Contempt of Majlis-e-Shoora (Parliament) Act, 2023.

·On the instructions of Ministry of Housing and Works we drafted The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026.

·On the instructions of Pakistan Engineering Council we drafted Pakistan Engineering Council (Amendment) Act, 2022.

·On the instructions of Pakistan Engineering Council our team drafted Amendment Rules inConstructing and Operation of Engineering Works Bye-laws, 1987; andConduct and Consulting Bye-Laws, 1986.

·On the instructions of Oil and Gas Development Company Limited (State-Owned Entity) to draft following rules and policy instruments including: Indent Review Policy;Blacklisting Policy; Procurement Committee Policy; Development Order Policy; Anti-Harassment Policy; and OGDC Procurement Policy.

·On the instructions of Federal Government Housing Authority our team drafted Federal Government Employees Housing Allotment Rules, 2025.

·On the instructions of Embassy of United States in Pakistan we drafted Anti-Harassment Policy 2025 for its program namely Pakistan-United States Alumni Network.
