Samaira Nazir Siddiqui is a lawyer and former distinguished civil servant (BS-22) with over three decades of extensive experience in international trade, investment promotion, and fiscal law. Having reached the pinnacle of the Pakistan Customs Service, she specializes in the implementation of Customs, Excise, and Sales Tax Acts, along with complex regulatory frameworks such as Anti-Dumping laws and Intellectual Property rights.
As the former Secretary of the Board of Investment (BOI), Samaira played a pivotal role in promoting foreign direct investment and enhancing Pakistan’s "Ease of Doing Business". Her expertise extends to the strategic oversight of Special Economic Zones (SEZs) under CPEC and coordinating high-level international roadshows to showcase national investment potential.
Throughout her career, she has held high-ranking judicial and advisory positions, including serving as a Member of the Anti-Dumping Tribunal and the Federal Service Tribunal. Her technical proficiency encompasses Customs Valuation, Post-Clearance Audit, and Anti-Money Laundering (AML) techniques. Samaira is committed to institutional reform and utilizing her lifelong experience in management and administration to improve public sector efficiency.
